YOU-DECIDE Young people and children’s participation in civic decision-making – a pilot programme for change
YOU-DECIDE is an innovative initiative – co-funded by the European Commission’s CERV Programme – aimed at empowering children and young people, especially those from disadvantaged backgrounds, to actively shape the future of their communities.
With municipalities serving as the epicenters of local decision-making, this project seeks to foster systemic change by equipping stakeholders with the tools and skills needed to promote inclusive civic engagement. The project is coordinated by the Organization of Ibero-American States for Education, Science and Culture (OEI).

Through a Result-Based Management framework, YOU-DECIDE will systematically address barriers to child participation. The project adopts a participatory approach, involving children, educators, and municipal staff in the co-creation of tools and methodologies.
Expected outcomes include:
- Improved capacity for youth to influence civic processes.
- Strengthened municipal and educational systems to support child participation.
- A scalable “Open Toolkit” fostering innovation and best practices across Europe.
- Conducting workshops and training sessions for children and professionals.
- Implementing pilot programs in partner municipalities to test and refine methodologies.
- Hosting international events and knowledge-sharing platforms to disseminate findings.
- Developing policy recommendations to guide future initiatives in youth civic engagement.
Series of mixed online and offline workshops, seminars and webinars aimed at showcasing the learning and results derived from the project and delivering discussions on topics of interest to stakeholders, with material in EN, IT, ES, PT, RO, EL.
The logo of the project was an inclusive activity itself. First, in the OEI we started by creating a basis for the graphic identity that we could use at the start of the project. Nevertheless, from the start, the idea was to involve children and young people in the production of the logo – so it would be as representative as possible.
With that in mind, the OEI and the Cascais’ Municipality launched a contest in june for children and young people from that area. The idea was for them to rethink the graphic identity we had created in the OEI and reinterpret it.
The idea elaborated by the children from the Ludoteca das Fontainhas won and was then merged with the first visuals. This work was conducted by an illustrator from the office of OEI in Brazil. Check the video below and see the evolution of the logo.
